With more than 25 years of health care administration experience, James E.T. Jackson is the Alameda Health System Chief Executive Officer.

 

Prior to his current role, Jackson consulted with the Alameda County Health Care Services Agency for the establishment of the COVID Futures unit in response to the COVID-19 pandemic. This unit was responsible for oversight of the County COVID19 response and planning for the transition from an emergent response to a sustained and effective ongoing plan to ensure the suppression of the infection county-wide.

 

Jackson has also served as Chief Operating Officer (COO) for Seton Medical Center and Seton Coastside in Daly City, part of the Verity Health System. As the COO, Jackson was responsible for the successful operation and delivery of excellent patient care and was charged with defining, developing, and implementing strategic initiatives that aligned with the mission and strategic vision of Verity Health at both facilities.

 

Jackson also served as Chief Administrative Officer (CAO) of Alameda Health System’s San Leandro and Alameda Hospitals. His key strengths are driving organizations to achieve established goals and communicating with key constituents.


During his tenure at San Leandro Hospital he achieved a fiscal turn-around from multimillion-dollar loss in the year prior to his arrival to a positive bottom line EBIDA (Earnings Before Income taxes Depreciation and Amortization) that was accomplished over a 4-year period.

 

San Leandro Hospital, under Jackson’s leadership re-established the Orthopedic surgery service line and increased Emergency Department volumes by over 25%. In addition, San Leandro Hospital was successfully able to design and initiate the buildout of an Inpatient Rehabilitation Unit. 

 

Jackson was the primary spokesperson for San Leandro and Alameda Hospitals in those respective communities, and re-established critical relationships with the physician communities at both facilities.

 

Jackson’s health care career began at Naval Hospital Oakland, where he served in several capacities. During the first Gulf War, he was assigned to lead the Mobile Medical Assessment
Readiness Team, with responsibility for the deployment of his team within 24 hours’ notice to any
location in the Pacific Region. 

 

In addition, Jackson has an unwavering dedication and strong belief in volunteering. He has served as a Big Brother with Big Brothers/Big Sisters of America, was the Chair of the African American Outreach program for the local American Diabetes Association chapter and was named their Volunteer of the Year. Furthermore, he served as the Chair of the Blind Babies Foundation, was a Director of the San Leandro Chamber of Commerce and served on the Alameda Chamber of Commerce.

 

Jackson completed a term as a Commissioner on the Oakland Public Ethics Commission and was the Commission Chair in his final year. In 2017. he was recognized as the Businessperson of the Year for the City of San Leandro. Jackson is currently the Chair of the Board of SF CARD, a disaster preparedness organization based in San Francisco.

 

Jackson received a master’s degree in Public Health from the University of California in Berkeley, California and a bachelor’s degree in Economics from Morehouse College in Atlanta, Georgia. An Oakland native and father of two, he lives with his wife in Oakland California.
