Dr. David B. Franklin, Ph.D., President & CEO of OCCUR and Lead Pastor of Incredible Church, is an accomplished non-profit strategist and minister who has devoted his life to building and strengthening community-based organizations. A respected leader in community engagement, he specializes in guiding organizations toward growth and sustainability through strategic development. His visionary leadership has empowered communities, advanced equity, and secured millions of dollars in funding for grassroots safety-net organizations worldwide.

In addition to his work with OCCUR, Dr. Franklin serves as Lead Pastor of Incredible Church, a vibrant and growing community committed to faith, love, and service. His ministry journey began at age 22 when he was invited by Dr. D.J. Williams, founder of Wings of Love in Oakland, to serve as Youth Pastor. Since then, he has held pastoral roles in Oakland, Chicago, and Baltimore, consistently advancing initiatives that transform lives through spiritual growth and social impact.

Dr. Franklin’s ministry and leadership are supported by his academic achievements, including a Bachelor of Arts in Business Administration, a Master of Divinity, and a Ph.D. in Organization Development. With over 20 years of ministry experience, he has founded youth leadership programs, led global outreach efforts, and championed community improvement initiatives that continue to inspire change.

He is married to Cynthia W. Franklin, a mental health counselor, and together they are the proud parents of two sons, Malachi and Micah. Rooted in vision and service, the Franklin family remains committed to transforming lives and sparking positive change across the Bay Area and beyond.
